- —Exchangers must join a registry and hold 15 million rubles in own funds plus anti-fraud systems
- —Non-qualified investors need testing, risk disclosure and must stay within central bank limits
- —Two or more trades per month above 3.5 million rubles count as exchange activity
- —From July 1, 2027, trades outside licensed intermediaries will be prohibited
