CLARITY Act: three votes short of a Senate return
- —On September 15, the CLARITY Act failed a procedural vote 49-50 against a 60-vote threshold
- —Seven Democrats backed continued negotiations, but their votes would bring the tally only to 56
- —Counting Tom Tillis, whose no was procedural, the tally would rise to 57 — still short
- —The window for another attempt runs until the October 5-November 6 recess; the Senate returns November 9-20
