Optimism Foundation proposes replacing Security Council elections with Lead nominations
- —The elected Lead would recruit, interview and nominate signers who execute upgrades and handle security emergencies
- —Each nominee gets one week of review and one week of veto voting
- —A veto needs 20% of active delegated OP and is exempt from the ordinary 30% turnout quorum
- —At least half of members must come from outside Optimism Core Development teams, with no more than one per entity
Why it matters: The change shifts power over who signs off on protocol upgrades, making appointments the default and requiring opponents to organize 20% of votable OP within a week.
